The Coalition for Just Reparations (C4JR)

The Jiyan Foundation for Human Rights leads the effort to establish an alliance of Iraqi civil society organizations with the purpose of promoting holistic reparations for survivors and victims of crimes perpetrated during the ISIS conflict in Iraq.

Joining Forces to Seek Reparations for Victims of ISIS Conflict in Iraq

Survivors of serious human rights violations such as genocide, torture and crimes against humanity have the right to redress under international law. This includes, among other things, a claim for compensation for injustice suffered.

In 2019, we have initiated the establishment of a coalition of 25 Iraqi civil society organizations calling for a comprehensive reparation program for all civilian victims of the ISIS-related conflict. After an intense negotiation process, we developed three core documents for the prospective alliance:

  • A position paper on reparations (specifying core common principles on reparations in Iraq that will serve as a blueprint against which forthcoming state efforts to provide reparations to victims may be measured)
  • Statutes (setting out internal rules and the structure of the coalition)
  • A plan of activities (identifying the most important tasks)

The C4JR was officially introduced to the public during a conference on 6 November 2019. The event took place in Erbil and brought together representatives of survivors, the civil society, the Iraqi authorities, as well as the international community.

The C4JR aims to work with the Iraqi authorities in creating a fair and inclusive reparations program by offering the framework for debate based on human rights law, facilitating the involvement of survivors, and by clarifying the importance of reparations to the general public.

Although only Iraqi CSOs are eligible for membership, the coalition welcomes support and seeks collaboration with national and international entities as well as engaged individuals.
